APPLICANT REQUESTS THAT:

Her DD Form 214, Certificate of Release or Discharge from Active 
Duty, be changed in Block 15c, Enlisted Under Loan Repayment 
Program (10 USC Chap 109) (If yes, years of commitment:--) to 
reflect “0” and “No” rather than “3” and “Yes.”

APPLICANT CONTENDS THAT:

She opted out of the Enlisted College Loan Repayment Program 
(ECLRP) upon enlisting in the Air Force, and instead enrolled in 
the Montgomery GI Bill (MGIB).

In support of her request, the applicant provides copies of her 
DD Form 214 and MGIB Basic Enrollment form.

The applicant's complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

On 12 Feb 08, the applicant enlisted in the Regular Air Force.  

During her enlistment process she completed an AF Form 3008, 
Supplement to Enlistment Agreement – United States Air Force, 
and initialed Block E (Remarks) acknowledging her understanding 
that to qualify for the MGIB she “must qualify for and enter a 
second term of active duty enlistment (does not need to be 
consecutive term) to complete MGIB eligibility or she would 
forfeit her MGIB contributions and eligibility.”

On 19 Feb 08, she signed a DD Form 2366, MGIB Act of 1984, 
electing to enroll in the MGIB.  Based on this election, she was 
enrolled in the MGIB program and $100 was reduced from her pay 
for 12 months to comply with the requirements of the Law.

The applicant’s enlistment contract includes the ECLRP incentive 
statement, which she initialed.

On 11 Jan 13, the applicant was honorably separated and 
transferred to the Air Force Reserve, after completion of her 
first term of service.  She served on active duty for 4 years 
and 11 months.

AIR FORCE EVALUATION:

AFPC/DPSIT recommends partial approval, that the applicant’s DD 
Form 214, Block 15c, be corrected to reflect zero (0) or be left 
blank.  DPSIT states that the applicant provided no evidence to 
support her claim that she opted out of the ECLRP.  Her AF Form 
3008, dated 12 Feb 08, indicates that she enlisted in the Air 
Force with the ECLRP, and is valid.  However, she was never 
enrolled in the program because she did not provide their office 
the required documents.  Consequently, no payments were made to 
her Federal student loans, if she had any.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 1 Mar 13, a copy of the Air Force evaluation was forwarded to 
the applicant for review and comment within 30 days (Exhibit D).  
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate 
the existence of error or injustice to warrant partial relief.  In 
this respect, we note that AFPC/DPSIP recommends changing Block 
15c (years of commitment  3  ) to “0” rather than “3” and we agree 
with their recommendation.  The applicant also requests that Block 
15c be changed from “Yes” to “No;” however, as indicated by 
AFPC/DPSID, the applicant’s AF Form 3008, dated 12 Feb 08 
appropriately reflects that she enlisted in the Air Force with the 
ECLRP.  While the applicant states that she opted out of the 
repayment program, she has not provided any evidence to support 
her claim.  In view of the above, we recommend the applicant’s 
records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT, be corrected to show that the DD 
Form 214, Certificate of Release or Discharge from Active Duty, 
issued in conjunction with her 11 Jan 13 release from active 
duty, be amended in Block 15c, Enlisted Under Loan Repayment 
Program (10 USC Chap. 109)(If yes, years of commitment: “3”__), 
to reflect “0.”
